Welcoming and Safe Child Supervision Policy for the ICO Masjid

Purpose

This policy is designed to create a welcoming, family-friendly masjid environment where children are encouraged to attend, learn, and grow in their faith while maintaining a safe and respectful atmosphere for all worshippers. It ensures that children feel comfortable in the masjid while emphasizing parental responsibility for supervision, community cooperation, and safety.

1. General Principles

  • Children are a blessing and are encouraged to attend the masjid to build a lifelong connection with it.
  • Parents and caregivers are responsible for their children's supervision and behavior at all times.
  • The masjid does not provide staff or official supervision for children; parents must ensure their children are safe and respectful.
  • The masjid is a shared space for worship and reflection, requiring mutual respect and consideration.
  • Safety first: Children must be kept safe, both inside and outside the masjid.
  • A spirit of kindness should be maintained—members of the congregation should show patience and understanding toward children and parents.

2. Age-Specific Guidelines

Ages 0-5 (Infants & Toddlers)
  • Young children and infants are welcome in the masjid.
  • If an infant becomes restless or cries loudly, parents are kindly asked to step out briefly and return once the child is calm.
  • A family-friendly space (if available) can be used by parents who need to care for their infants.

Ages 6-10 (Young Children)
  • Children are encouraged to pray next to their parents and gradually learn prayer etiquette.
  • Quiet activities (books, small toys) can be brought for younger children who may not yet be able to sit through prayer.
  • Running and loud play inside the prayer hall is not allowed to maintain a peaceful environment.
  • Children may use the designated play areas (basketball & pickleball courts) if permitted by their parents.

Ages 11-15 (Pre-Teens & Teens)
  • Older children should be encouraged to participate in prayer and attend youth programs.
  • Teens may sit together in designated areas but should remain attentive and respectful.
  • They should not leave the masjid premises without a parent's knowledge.
  • Teens may use the basketball and pickleball courts but must do so responsibly.

3. Designated Play Areas: Basketball & Pickleball Courts

  • The masjid provides a basketball court and a pickleball court where children and teens can play.
  • These areas are unsupervised, and parents are fully responsible for their children's safety and behavior while using them.
  • Any injuries, accidents, or damage to the courts or equipment are the sole responsibility of the parents and their children.
  • Children should not bring masjid furniture into play areas to avoid damage.
  • Parents should instruct their children to respect others using the space and ensure that their play does not cause disruptions to prayer services.

4. Strict Prohibitions for Safety

  • No playing in the parking lot under any circumstances.
  • Avoid playing in the courtyard if it is being used for prayer services.
  • Children found playing in the parking lot will be escorted inside to their parents.
  • Parents must ensure their children are not left unattended outside the masjid building.

5. Parental Responsibilities

  • Parents should supervise their children and help them engage positively in the masjid environment
  •  If children become too restless, parents should gently redirect them or step outside if necessary.
  • Parents should encourage prayer etiquette and gradually teach their children how to participate.
  • Families are encouraged to support and guide one another in making the masjid a welcoming space for all.
  • The ultimate responsibility for children’s behavior and safety lies with the parents. The masjid does not provide childcare or designated supervisors for any children.

6. Enforcement Measures

  • First Reminder: If a child is repeatedly found unsupervised or playing in restricted areas, a friendly verbal reminder will be given to the parents.
  • Second Reminder: If the issue persists, a written notice will be provided to the parent.
  • Final Action: If a child continues to cause significant disturbance or safety concerns due to lack of supervision, the family may be asked to refrain from bringing the child until proper supervision can be ensured.
  • Serious Incidents: If a child’s actions result in property damage, injury, or major disruption, further actions may be taken at the discretion of the masjid administration.

7. Islamic Guidance

Children Are Welcome in the Masjid
**Sahih Bukhari, Hadith** Narrated by Abu Qatada: 'The Prophet (ﷺ) came out towards us, carrying Umamah, the daughter of Abu Al-As (his granddaughter). He prayed while carrying her. When he bowed, he put her down, and when he stood up, he carried her again.'

Gentle Teaching of Children
**Sunan Abu Dawood Hadith** Narrated by Abdullah ibn Amr ibn al-As: 'The Messenger of Allah (ﷺ) said: ‘Command your children to pray when they become seven years old, and discipline them for it at the age of ten…’'

Kindness Toward Families in the Masjid
**Sahih Muslim, Hadith** Narrated by Anas bin Malik: 'The Messenger of Allah (ﷺ) shortened his prayer when he heard a child crying, out of mercy for the child’s mother.'
